Kiera is passionate about translating complex health policy into practical insights that help organizations navigate change. She specializes in provider payment, care delivery transformation and federal health policy, with an emphasis on developing solutions that improve access to care and patient outcomes while driving value and sustainability across the system.
Before joining QV Health Solutions, Kiera was a Policy Analyst on the Health Justice team at the National Partnership for Women & Families. There, she analyzed Medicare and Medicaid payment policy, evaluated CMS Innovation Center models, and examined how federal reforms impact patients, providers, and the broader health system. She translated complex regulatory and legislative changes into actionable briefs and strategic resources to support organizational leadership, coalitions, and external stakeholders.
Previously, Kiera worked at Nemours Children’s Health, where she collaborated with health systems, community organizations, and national partners to advance value-based pediatric care models and policies that address the social drivers of health.
Outside of work, Kiera enjoys staying active, exploring local restaurants around Washington, D.C., and attending live shows.
